Demolition Permits and NOCs in Dubai: A Property Owner's Guide
Tearing down a villa, stripping out a commercial unit or dismantling part of a structure in Dubai is not simply a construction decision — it is a regulated approval process. Before any wall comes down, property owners typically need a demolition permit in Dubai, one or more no-objection certificates (NOCs), and confirmation that utilities have been safely disconnected. The exact route depends on where your property sits, who governs it, and how much of the structure you plan to remove. This guide explains how the pieces fit together, which documents each authority expects, and what to complete before work begins.
Permit, NOC or Utility Disconnection? Understanding the Difference
- Demolition permit – The formal authority from your regulatory authority (such as Dubai Municipality or the Dubai Development Authority) allowing demolition works to proceed. This is the core approval.
- NOC (No-Objection Certificate) – A clearance from a third party confirming they have no objection to the works. Common examples include a demolition NOC in Dubai from DEWA, telecom providers, Civil Defence, your master developer or a mortgage bank. An NOC is usually a supporting document inside the permit application, not a standalone licence to demolish.
- Utility disconnection – The physical and administrative act of closing electricity, water and telecom accounts. A DEWA demolition NOC, for instance, confirms that services connected to the property have been properly addressed before demolition starts.
Which authority handles demolition approvals in Dubai?
- Dubai Municipality (DM) regulates most of mainland Dubai, including the majority of villas and older residential areas. Demolition applications are submitted through DM’s digital building permit system by a DM-licensed consultant.
- Dubai Development Authority (DDA) governs designated development zones such as Dubai Internet City, Dubai Media City, Dubai Design District (d3) and Dubai Knowledge Park. DDA issues its own demolition permit through its online Zoning e-Services portal.
- Trakhees (Ports, Customs & Free Zone Corporation) handles areas such as JAFZA, Palm Jumeirah and other Nakheel-affiliated communities.
- Other free zones, including Dubai Silicon Oasis and DIFC, operate their own approval regimes.
Does all demolition need the same approval?
Do not decide the approval route from the size of the job alone. Describe what will be removed, what will remain and whether the work changes the structure or approved building layout.
For example, removing an entire detached villa is different from cutting away an extension while retaining the main house. Removing finishes and non-structural partitions is another scope again.
For villa demolition in Dubai, provide plans or marked photographs showing the intended removal. The engineer and applicant should then confirm the correct classification with the authority.
What documents should you prepare?
Each authority has its own list of documents. The documents you need also depend on how the building will be demolished. Check the right list before you apply.
DDA demolition documents
DDA’s demolition permit page lists a plan showing the demolition area, a fence or hoarding plan, and a site photo. It also asks for a work plan, safety and emergency plans, and a review of possible risks. You must include a study showing how the work may affect nearby buildings.
For demolition using machines, DDA lists NOCs from DEWA and the telecom provider. Demolition using controlled explosions needs extra approvals and surveys. Those extra documents do not apply to every demolition job.
DEWA application documents
DEWA’s demolition service page lists a letter from the owner for the electricity application. Free-zone projects also need a site plan called an affection plan. For partial demolition, you need an extra plan showing the area to be demolished.
Municipality and Trakhees submissions
Check the latest document list in the authority’s application system or official guide. Ask the person handling your application which documents are required and whether your property needs anything extra.
Before you start, gather any ownership documents, plot details, building drawings and recent photos you have. These can help your project team prepare. Each authority may ask for different documents.
When choosing a demolition company in Dubai, ask who will handle the permit application, utility NOCs and site planning. Agree on these responsibilities before work begins so you know what is included and what you need to prepare.
How does the DEWA demolition NOC process work?
Only demolition contractors registered with DEWA can apply for this service.
If your project needs a Dubai Municipality demolition permit, the contractor applies through Dubai BPS, the building permit system. The system sends the request to DEWA. For projects under other authorities, the contractor uses the correct DEWA application channel.
The process also includes paying the final bill, getting clearance and disconnecting electricity and water. Before choosing a demolition start date, ask your contractor to check that the documents are approved and the affected services are safely disconnected.
Phone, internet and other services may need separate checks and approvals. Ask which providers need to be contacted. Closing one utility account does not mean every connection on the site has been disconnected.
Who handles the application?
Before signing the demolition contract, agree on who will handle each task.
| Party | Tasks to agree on |
|---|---|
| Property owner | Give correct property details, approve what will be removed, sign the required documents and pay any relevant unpaid bills. |
| Consultant or engineer | Check how the work may affect the building’s strength, prepare technical documents and answer questions about the plans. |
| Demolition contractor | Check that they can apply, prepare the work plan, handle the agreed applications and follow up on unfinished tasks. |
Use this table to help divide the work in your contract. The exact duties may differ for each project.
DDA lists the contractor as the person who applies for the demolition permit. Confirm who will send each application, pay each fee and answer the authority’s questions.
When choosing a demolition company in Dubai, ask: “Can you give me a list of the approvals we need, who will handle each one and what must be done before work starts?”
Do I need any other permission before demolition?
Check with your landlord or the company that manages your building or neighbourhood. Ask if they need to approve the work, register your contractor or give permission for trucks to enter.
How much do approvals cost, and how long do they take?
The official fees and estimated times below were checked on 12 October 2026.
| Service | Fee | Estimated time |
|---|---|---|
| DDA demolition permit | AED 1,000 per unit per floor, plus AED 10 Knowledge Dirham and AED 10 Innovation Dirham for each transaction | Five working days |
| DEWA electricity and water demolition service | The application is free | Ten working days for combined approval |
| Trakhees new Demolition and Removal NOC | AED 2,500 per plot, plus AED 500 for each facility permit application, if needed | Check the time listed in the official guide for your application |

These times are for different services. Do not add them together to set a fixed start date. Your team may need more time to prepare documents, answer questions, get other approvals and arrange utility work.
These fees are separate from the cost of your consultant, contractor’s help with approvals, demolition work and waste removal. Ask for a quote that clearly shows what is included.
For a Dubai Municipality project, ask your project team to confirm the current Municipality fees.
What to do before starting demolition?
These steps must be followed before starting a Demolition project .
Find out which authority handles your property and decide what will be removed.
Choose the right contractor and engineers.
Prepare the required plans, checks and documents.
Arrange the NOCs and any other permissions your property needs.
Send the application through the correct system and answer any questions.
Check that approvals are issued, affected utilities are safe and the site is ready.
Agree on the approved start date and how the work will be done.
Keep a list of your approvals, document numbers, rules and expiry dates. DDA says NOCs must stay valid during demolition. If work has not started within three months of DDA issuing the permit, you must apply for a new one.
What can cause delays?
To help avoid delays, check for these problems:
- Property details do not match across the documents.
- Drawings do not clearly show what will be removed and what will stay.
- The planned work changes after the application is sent.
- Required documents are missing, or questions about the plans have not been answered.
- Water, power or account issues still need to be sorted out.
- Plans for entering the site have not been confirmed.
Use this checklist to review your plans. It is not an official list of reasons an application may be rejected. Ask the project team what still needs to be done and who will handle each task.
Before workers and equipment arrive, check what work is approved and what rules the permit sets. Confirm that water and power are safe, nearby areas are protected, and there is a plan to remove the waste. Start work only when all required approvals are in place and the site meets the rules.
Frequently Asked Questions
Is there one demolition approval process for all Dubai villas?
No. First, find out which authority handles your property and what work you plan to do. Dubai Municipality, DDA and Trakhees have different approval steps.
Does a DEWA NOC approve the whole demolition project?
No. A DEWA No Objection Certificate (NOC) only covers matters handled by DEWA. You still need to check the main demolition approval and any other required permissions.
Can I use a full demolition application to remove only an extension?
Do not assume you can. Ask your project team which application you need. DDA has different steps for removing part of a building, based on whether the building is completed.
Are authority fees included in the contractor’s quote?
Check the quote before you agree to it. Ask the contractor to list authority fees, expert services and demolition work as separate costs.
What details help a contractor check which approvals I need?
Share the property location, plot details, any plans you have and clear photos. Explain which parts you want to remove and which parts will stay.
